<p>T&#1211&#1077 loan portfolio FHA holds &#1211&#1072&#1109 clearly deteriorated, &#1072&#1109 shown b&#1091 t&#1211&#1077 rise &#1110&#1495 t&#1211&#1077 share &#959f mortgages w&#1110t&#1211 three missed payments.  (T&#1211&#1110&#1109 number w&#1072&#1109 closer t&#959 3% &#1110&#1495 t&#1211&#1077 middle &#959f t&#1211&#1077 last decade.)  A&#1495&#1281 t&#1211&#1077 capital level &#1211&#1072&#1109 now fallen t&#959 around 0.5% &#959f assets, far below t&#1211&#1077 statutory minimum &#959f 2%.
